Fiscal Capacity

Fiscal Capacity Goal #1: To promote sound fiscal management in Lincolnville’s affairs.

Implementation Strategies:

• Encourage the development of a five-year capital improvement plan and the development of a capital reserve fund account. (Town Administrator, Budget Committee - May, 1993)

• Encourage the search and application for grants and funding programs that can be used to lessen the tax burden on Lincolnville taxpayers. (Town Administrator, Selectmen; ongoing)

• Investigate possibilities of consolidating educational needs at high school level with surrounding towns. (School Committee, Selectmen; ongoing)

• Encourage the drafting of a new fee schedule for land use permits which reflects the cost of providing the reviews and services provided. (CEO, Town Administrator; ongoing)

Fiscal Capacity Goal #2: To develop a capital improvement plan as future needs arise.

• In the last 10 years, a number of capital improvements have been made in town: school addition, new town office building, sand and salt shed, fish pier, fire station improvements, and a creative playground at the Lincolnville school.

It is not anticipated that any further capital improvements beyond road work (see Transportation inventory) and the as-yet-undetermined needs of the schools will be necessary in the next five years.
